When Monarch was in his office and the police helicopter was chasing the racers, the video camera inside the helicopter was showing in Monarch's computer feed and same showing for us to see as well. And helicopter can't go as fast as the cars but in this movie, helicopter sped the cars at their top speed to make a trap ahead (road block)
