(at around 2h 15 mins) Steve gets the radio call from Falcon before the portal opens. At this point, Falcon is still in Wakanda, on the other half of the world, way out of the radio contact range. However as show in Black Panther, Shuri created a pair of radio communicators with unlimited range for T'challa to use in his mission in Korea. Since Wakanda is now sharing its resources with world and Captain America was granted amnesty it's possible that T'challa provided this technology during the battle of Wakanda in Avengers: Infinity War thus allowing Sam to reach Captain America on the radio.
