As seen in the special features for the movie, the Mystery Men originally were planned to use a canned tornado to destroy the Psycho-Frakulator. In the final version Carmine is used to smash it. However, the swirling green tornado is still visible as an added special effect in the shot of the disco room after, while the Mystery Men flee.
