Part of the plan to cause a major loss to Willy Bank is the placement of a new "'Nuff Said" game on the floor of his casino on the same day as he is introduced to it. However, Nevada law explicitly states that a new table game cannot be introduced unless it either meets previous definitions of acceptable games or has been approved by the Nevada Gaming Commission. The new game would not meet either requirement. However, it is reasonable to assume that Bank is so eager to upstage everyone that he purposely placed the game in his casino illegally.
