Despite the fact that Harry constantly warns Heather not to visit Silent Hill, the shopping mall sequence implies that Silent Hill's supernatural forces can still reach out to her which means it would be pointless to avoid the town. The game canon does have an explanation, where it explains that Silent Hill, being a supernatural town, has the ability to draw people to it and influence their actions to get them to visit Silent Hill. Such an explanation is never given in the film adaptations though, and it appears to contradict Vincent's statement that Heather can't be taken to Silent Hill by force and must go out of her own free will. Coercion, whether supernatural or not, is arguably not free will.
