Frank calls KBLA to speak to the television reporter. KBLA is a radio station in Los Angeles. KTLA is a television station. You can see the letters KBLA on the sign when Kate arrives to deliver the tape. So while one could think Frank is saying KTLA, it's clear it's KBLA given the signage when Kate arrives.
