No ship leaves port at flank speed, particularly when it is moored to a pier. Also, the ship is moored facing North East with the exit from the harbor is South West and thus not a straight shot out. Flank speed is reserved as maximum speed in open water. A ship the size of Missouri would require the service of tugboats to safely maneuver it out of the harbor.
