The mission of the Pre-crime unit is to stop murders before they happen and arrest the person who was going to commit the crime. But in the case of crimes of passion (not pre-meditated) why not just stop the murder, counsel the potential murderer and let him or her go? That would preserve people's freedom and save on the cost of "jail" space. Those who are planning to commit a murder could still be arrested and jailed, since they've had time to consider the crime they were going to commit.
