At the first test with Delorian in the parking lot, the road is not long enough for it to reach 88 mph, especially with modifications that Doc did and added Reactor and stuff which makes the car much heavier and lowers the acceleration rate; the starting is only warming the tires, the car is not moving, no speed, no acceleration! You can compare it with Marty's drive at the end of the movie and the distance he drove, that's more like it.
