The story takes place well after 9/11. That means that if the Ghost abandoned his vehicle on a ferry or jumped off and the ran away, he would be expecting a visit from the FBI at the very least, or he would have been arrested.
The vehicle itself would be impounded and its likely that this would have resulted in some significant local headlines.
