It is never made clear that Walter Sullivan cancels Luthor's assassination by Richard Jenkins. Presumably he does, but Sullivan has already deposited a million dollars in Jenkins' bank account and Jenkins is operating independently. Luthor, in fact, does not know about Jenkins and could not have asked Sullivan to call it off.
