Doc is only able to reconnect the upper plug because the plug near the lamp post gives way, freeing up several feet of cable. The lamp post plug separates by accident, not because Doc wants it to, as is evident by his horrified gasp. While Doc now has enough cable to loop around the hands of the clock, there is now a dramatic gap in the cable down by the lamp post.
