When Steve Rogers is in the gym and replaces a "heavy" bag it's obvious he is hitting the bag lighter to preserve the illusion that the bag is in fact light enough for Chris Evans to pick up during the scene and replace it. When the scene cuts, it's obvious the bag is now "heavy".
