Morpheus says to Neo, that no one can be told what the Matrix is. It should be quite easy to explain the concept of the Matrix to a hacker. However, what Morpheus means is that no one would believe an intellectual explanation. They have to see for themselves in order to accept the artificial nature of the reality around them.
