The glass elevator into which Harry rides his horse looks to have a maximum capacity of about 10 people, so around 600kg. The horse he's riding would weigh well over that, so the elevator would not function. However, all commercial elevators support far more than their stated weight limits - they are usually suspended by either 6 or 8 cables, each of which can support the elevator plus 25% more weight by itself.
