It is not explained how Joe can get in The Zone and consciously leave his body to go talk to Moonwind, but it is clearly implied that he can do that because he now knows it's possible, having watched it from the other side. All the other people in the zone, including Joe himself before he died, are simply not aware of this possibility. It is also possible that being an "untethered soul", even once, gives you the ability to perform such soul-related manipulations.
