Captain Vere tells Second Lieutenant Radcliffe to count the gunnels when Radcliffe objects to being enforcing the articles of war. Gunnels are a part of the ship's deck, not the "gun holes", the openings in the hull to run out the cannon that are the mark of that type of warship.
