At the end of the film, when Payne sees the tape loop, he realizes he's been tricked. He then sees Annie, so he must know there's no one left on the bus. Kidnapping her to get his edge back might make sense, but why then take the risk of going to retrieve the bag? He knows it's a trap, and shouldn't be expecting the bag to contain real/unmarked money.
