When Kimble gets his foot caught in the security door as he is fleeing the jail, Gerard tries several times to shoot him through the glass, even though he sees that it's bulletproof. As super-observant as Gerard is, he would have shot Kimble's foot to at least cripple him after the first couple shots (fired while Kimble was still standing) didn't penetrate the glass.
