Colonel Jessup states that Santiago was getting his transfer and that he had signed the papers. However, later Kaffee states that Santiago was going home for the rest of his life, suggesting that he was being discharged. If Santiago was being transferred and was set to leave the base at 0600, he should certainly have been packed, but there's no reason he should have called a friend to be picked up at the airport, as Kaffee suggests.
