Hilly becomes concerned when she sees a booklet sticking out of Skeeter's purse, the titled "The laws governing the conduct of nonwhites and other minorities." The whole title is not visible here, but appears in an earlier scene when Skeeter is shown reading it in front of a government building such as a town hall or courthouse from which she collected it. The pamphlet bears the official Mississippi seal and thus is an official publication, likely produced to inform people of the law.While Skeeter was reading it as part of an anti-segregation book project, Hilly had no way of knowing that, and little reason to warn that "real racists" would attack her if they saw her with the material. Racists in state government created the laws as outlined in the pamphlet, after all, and reading such a document would show a white woman to be a sympathizer of the laws more so than a subversive.
