When Phoebe first uses the proton pack, she says she turned the safety off as a small tube pops out of the end of the neutrona wand. Later, during the car chase scene, Phoebe shoots at Muncher apparently with the safety off as the tube is retracted. Later in the movie, the tube is extended every time the wand is fired.
