Apparently Li Shang is the only commanding officer in Mulan's army. Armies while preparing for war will actually have dozens of commanding officers, such as sergeants. This is because typically there are hundreds of soldiers and they will often be split into groups called 'platoons' each with one or more commanding officer to make it easier and efficient to train hundreds of men to fight. Not only that but Li Shang as pointed out by Chi Fu is still a novice at being a commanding officer and commanding officers with experience are better suited at installing discipline to create morale in time of war.
