When Charles stops Magneto from leaving with Rogue, after Magneto 'floats' all the police weapons, many of them are shown being 'racked' before firing, including a semi-auto pistol and a shotgun. It is inconceivable that all of these weapons would not have already been made ready to fire by the officers, having drawn on the fleeing suspects.
