Gale claimed that District 12 was completely destroyed and no longer exists. Yet the "Victor's Village" houses (including where Katniss and her family moved to following her victory in the Hunger Games) are more or less unscathed and untouched.The Victors' Village is on the edge of town deliberately to engender more class divide in the districts. Leaving it untouched seems like a rather obvious way for a party to engender more unease and psychological distress in its enemy.
