Jeff Tracy sends Alan, Tin-Tin and Lady Penelope to represent International Rescue during Skyship One's maiden flight. Although this movie is canon with the original TV series of Thunderbirds, Jeff's action contravenes International Rescue's policy of secrecy (which was often referred to in the original TV series).
