Hathaway resets Jessup's phone to refresh his location every 24hrs in Los Angeles, in the suspect's apartment. Hathaway finally runs and Jessup says "I haven't been tracking him since LA!". Between these two events, they slept overnight in LA, took a 14hr flight to china, staked out Kassar in the park, slept in Hong Kong, had a gun battle at the port, retrieved the drive from the reactor, did the Black Widow hack, slept again, and Chen had his meeting with his bosses. There is no way Hathaway's location would still show Los Angeles.
