Twice, during the course of the series, the Chief of Staff to the President attempts invoke the Presidential Succession Act, the most recent act being passed by Congress in 1947. The Chief of Staff is not one of the officers in the Presidential Line of Succession and would, therefore, not be one of the individuals to try to declare the President unfit to fulfill his duties as he would not be in a position to assume the office of the President.
