The astronauts can see out of what appears to be all of the Command Module windows during the Apollo 11 launch. The capsule was actually covered with a cone-shaped sheath that covered the windows on the Command Module, except for the hatch window, until the escape tower is jettisoned which takes the sheath with it.The fact is, however, that the air on the Florida coast is very humid and some of that humidity was in the air between the capsule and the sheath. That is where the frost and streaking comes from.Still images from the mission do show some of this.
