Why the resort would allow weapons which could be fatal to guests is never explained.
Since drunken or irresponsible guests could just as easily harm one another as they could themselves, having non-functioning weapons would seem to be the most logical course of action.This seems to be even more incongruous later in the film when The Gunslinger uses a rifle (a long distance weapon) to shoot and kill a park employee. Why would robots need to use or have rifles when the rifle are not supposed to injure or kill guests or park employees?It is, however, not hard to imagine why. There are scenarios where the robots would need to be able to shoot each other (such as the bank robbery) and given the park's dedication to realism, only real bullets would cut it. The mechanism that stops the gun firing at people from working on The Gunslinger's gun can also be explained easily, as it is clearly tied to the malfunctioning programming running the park.As to why The Gunslinger has a rifle, he could easily have taken it from a dead guest.Real bullets "cutting it" is an idea so ludicrous that it's barely worth acknowledging. For safety reasons alone, no park is going to give untrained guests weapons that can injure or kill other guests or themselves. Besides being illegal, it would almost would have resulted in major lawsuits. Since many of the guests were wealthy, they could easily have bankrupted the park.
