The entire plot rests on the Secretary of Defence hiring mercenaries to recover something he already has access to. The original zombie starts the movie in the custody of the US army who are well aware of what it is. The opening credits detail a protracted conflict with the zombies during which the military and any interested private parties had ample access to zombies to collect samples.
