When the T-1000 first appears he kills the cop and uses his police car. However the cop would have been on a watch with other officers and the T-1000 would have to avoid them for the night as well as not to go to any calls. Also he goes to the foster parents home during the day. If he had not returned the police car at the end of the watch in the morning all of the LAPD would have been looking for him and the car. However, the T-1000 could have simply imitated his voice (having heard him call in concerning the 'electrical disturbance') and made excuses as to why he hadn't returned to the station.
