Chucky has no reason to wait to become human unlike Tiffany. After they drug Jennifer Tilly and Redman, they're out cold for at least 30 minutes, and Chucky has the amulet still. Tiffany wanted to wait until Jennifer gave birth to avoid experiencing pregnancy and childbirth again, but nothing is stopping Chucky from possessing Redman that very moment.
