When Nick dies and awakens to stroll through the time-freeze, he sees no other dead wandering as he is, despite all the killings happening around him. However, this is consistent with the time being frozen - anyone who died even a split second earlier would be long gone by now, and those who will die even a split second later are still alive (and thus frozen). A chance of two people dying at the same moment are extremely small (depending on the precise definition of a 'moment'). Nick and Roy can share the frozen time frame with Julia in the end, because, as R.I.P.D. officers, they are now part of the system and aren't bound by the same rules and limitations as mortals or regular deceased.
