When the transfer is being set up, it was stated the inmates were being transferred to a new federal prison in Alabama. If this is a total federal transfer operation, it would be handled by the U.S. Marshals Service. As noted, there would be nothing on the plane identifying the plane's purpose. The coats worn by the corrections officers in the transfer would be labeled BOP and not Dept. Of Prisons. The jackets may have been that way if the Federal Bureau of Prisons refused to provide technical assistance or disavowed any connection with the movie.
