At several points in the film, Terminator makes it clear that killing based on the slightest human opposition or threat is natural to him and expected, being a Terminator, yet he does not kill the owner of the biker bar, who threateningly fires a weapon to warn him, once he acquires the weapon from him and is free to dispatch of him accordingly.
