(at around 29 mins) When Plutarch visits Effie to get her to join Katniss' propo team, Effie says "There isn't a soul in this dungeon who knows the first thing about Katniss." Aside from her mother and sister, only Gale knows more about Katniss. Effie has only seen her in relation to the Games. Not in "real" life.A self-centered person making a self-aggrandizing comment is hardly a goof, it's a behavior authentic to a character's traits.
