Immediately before the war begins, British, French and American troops were said to be pouring into Lower Saxony. The defense of Lower Saxony was entirely the responsibility of West German, British and Dutch forces until the reunification of Germany. French forces were concentrated in Baden-Württemberg and Rhineland-Palatinate, and American forces in Bavaria and Hesse.
