A paramedic would never transfuse blood to another person just because they happen to be O neg: that person could be mistaken and the transfusion result in the receiver's death. In such dire circumstances (being taken hostages), Cam could have asked for blood to be delivered to the ambulance even while in progress for example. She never attempts to discuss the case with her dispatch.
