In a high-security Russian prison, it would be extremely likely for prison guards to move inmates around only in a stress position (hands behind back and held by guards, face bowed down).Also, there'd be no chance for anyone to waste time, walk around, and start a fight in a canteen, if there is even a communal one to begin with. The scene clearly shows a guard just observing a boiling riot rather than doing anything to stop it.
