The plane Bond is going to escape in goes off the edge of the dam. Initially it is going too slow to fly, however, once it went over the edge and picked up speed, it would have pulled out of the dive until it stalled again, then dove until it sped up and pulled out of the dive. For the plane to continue to dove like that, it would have needed to be trimmed to do that. That's not something a pilot getting ready for takeoff would do.
