Kennedy claims at some point it takes the resources of a nation-state to build a nuclear weapon. However, the main difficulty, which you need those resources for, is the production of weapons grade fissile material. Once such material has been obtained, like here, the rest is not that complicated and the know-how is in the public domain. Not even an actual physicist is needed.
