When the bus driver persists for money, refusing to accept the amount that was paid, the driver was in the wrong because the bus is a public and government paid service - paid largely by taxpayers and therefore the driver would need to accept what payment was provided. Also because of the location of the pick-up and the age of the kids, it would be against safety protocol to not allow them ride service. There would be a huge lawsuit if the bus driver did not allow them safe fare.
