Immediately after the secret service agents have pushed Luther's daughter off the cliff, Luther arrives on the scene and exchanges a glance with them. They see him but drive off. Considering they have spent most of the film trying to apprehend and kill him, why did they not stop and intercept Luther right there? It was a fairly deserted location and thus perfect to kill him. Instead, they go to the hospital where his daughter is recovering and continue their attempts to kill her.
