During the climax, Bellewether tells Judy and Nick, "I framed Lionheart; I can frame you too." While she did help expose Lionheart's wrongful detaining of the savage mammals, at no point did she make him take the fall for a crime she committed - therefore, it cannot be said that she ever "framed" him.
