Bellwether shows Judy the poster made in which she is the "new face of the ZPD." Judy acts confused and surprised as though she had no knowledge of this decision. While some might think she should be aware of the photo shoot, it is likely the mock-up poster was created using an official photo of her taken at the time she graduated the academy.
