Terri's death is entirely Jill's fault. Being a trained and seasoned police officer, she would never send a clearly unprepared and vulnerable civilian to go off alone armed with a handgun she doesn't even know how to use, in a building potentially filled with zombies no less, especially after she showed numerous times prior that she can't fight and easily panics. Furthermore, she would never suggest that the three of them (Jill, L.J. and Terri) split up to search the school.
