When Daniel O'Neil finds the injured boy Michael Inman, it appears he's fallen off a cliff. Without checking for vital signs, he moves the boy and administers CPR. The trooper should know from his training it's dangerous to move a person who has taken a serious fall. If help is reasonably close, recommended practice is to wait for medical assistance to arrive to move or transport a seriously injured person.
