You see the taxi and landing lights on as you hear an engine start on the 727. Taxi lights are not turned on until after start, at a minimum, when the aircraft begins it's taxi. As it is daylight, it is unlikely the Captain would turn them on at all until rolling onto the runway for takeoff.
