Zoltan was just previously shown being arrested but when Baron Frankenstein needs Zoltan to hypnotize the creature, he finds him packing his things in his room preparing to flee from the police saying he has to be out of this place by sundown. Apparently he was given a similar sentence that the Baron had received years before.
